Marshall Health Network Releases 2025–2028 Community Health Needs Assessment and Improvement Plan

Marshall Health Network (MHN) announces the release of its 2025–2028 Community Health Needs Assessment (CHNA) and Community Health Improvement Plan (CHIP) — a strategic guide for improving health outcomes across West Virginia, eastern Kentucky and southern Ohio.
The report includes a detailed review and analysis of health and socioeconomic data affecting residents across MHN’s 20-county primary service area. The purpose of the assessment is to identify the region’s most pressing health needs and strengthen alignment between MHN and community stakeholders — including public health agencies, health care providers and local organizations — to improve population health outcomes.
“This CHNA is more than a report — it’s a pledge to our communities,” said Scott Raynes, President and CEO of MHN. “By grounding our work in real data and community voices, we can better target the areas of greatest need and, together with our partners, drive meaningful improvements in health.”
Since 2013, MHN has conducted CHNAs and CHIPs every three years. The new assessment builds on that foundation, integrating updated data and community perspectives, and aligns with MHN’s strategic plan for 2025–2028. It encompasses all MHN hospitals, including Cabell Huntington Hospital, Hoops Family Children’s Hospital, St. Mary’s Medical Center and Rivers Health.
Priority areas among the major themes identified in the CHNA:
- Rural health and limited access to primary and specialty care
- High rates of chronic disease, including diabetes and obesity
- Ongoing mental health and substance use challenges
- Growing needs in healthy aging and geriatric care
Based on these findings, the CHNA establishes priority focus areas to guide MHN’s community investments and collaborative interventions over the next three years.
“The CHNA process allows us to listen to our communities and better understand where our efforts can make the most impact,” said Lisa Chamberlin Stump, chief strategy officer and system vice president for MHN. “Our goal is to strengthen community partnerships, improve access to care and advance health equity across every region we serve.”
